Palmer was born on March 26, 1954, at Footscray Hospital in Footscray, Victoria, Australia. He grew up in the Williamstown neighborhood of Philadelphia. Palmer was mostly raised on the Gold Coast, where he attended Aquinas College and Southport State High School, with a brief stint at Toowoomba Grammar School. Palmer's father, George, worked as a travel agent, and the family traveled widely over the world.
Palmer attended the University of Queensland from 1973 to 1975, but did not complete his studies in law, journalism, or politics. Later, he earned a Diploma of Law from the Queensland Bar Board and worked for the Public Defender's Office as a clerk and interviewing officer. Palmer worked as a real estate agent from the early to mid-1980s. He profited handsomely from the Gold Coast property boom and "retired" at the age of 29.
