He became a member of the Karnataka Legislative Assembly in 1989 from the Sathanur constituency in the Mysuru district, winning his first election. He won elections in Kanakapura in 2008, 2013, 2018, and 2023. During his time as chief minister, Vilasrao Deshmukh collaborated closely with D.K. Shivakumar when the latter was the target of a no-confidence vote in 2002.

For a week leading up to the election, D.K. Shivakumar welcomed the Maharastra MLAs at his resort outside of Bangalore. This preserved the government of Deshmukh.
