He is an Indian politician who has been the 22nd Chief Minister of Bihar since February 22, 2015, having previously held the position from 2005 to 2014 and briefly in 2000. He has been the chief minister of Bihar for the longest time. He is the Janata Dal (United) party's leader. Kumar formerly served as a Union Minister for the Samata Party. He was a Samata Party member till 2005 and a Janata Dal member from 1989 to 1994. Kumar originally joined politics as a Janata Dal member, becoming an MLA in 1985. Kumar, a socialist, co-founded the Samata Party with George Fernandes in 1994.

In 1972, he graduated from Bihar College of Engineering (now NIT Patna) with a degree in Electrical Engineering. He reluctantly joined the Bihar State Electricity Board and eventually entered politics. On 22 February 1973, he married Manju Kumari Sinha (1955-2007), and the couple had one son. Manju Sinha died of pneumonia on May 14, 2007, in New Delhi.
