To implement this Yojana, the beneficiary must be a permanent resident of the Punjab State.
The total number of farming families in the state is 17.5 lakh. Of these, approximately 10.25 lakh families are covered by the Punjab Farm Loan Waiver Scheme.
The main focus of the Punjab government is on fulfilling its pre-election commitment to waive farm loans. However, farmers in Punjab have about 20.22 lakh bank accounts, of which a total of about 59,621 crores are due in product credits as of March 31, 2017 (data collected by the State Banking Commission).
If a qualified smallholder has a loan amount greater than 2 lakh rupees, the government is only responsible for paying 2 lakhs of rupees as debt relief. In addition, the total eligible amount is not waived for smallholders who own agricultural land from 2.5 acres to less than 5 hectares. The total arrears on the product loan of Rs 2 lakh are presented as debt relief.
The state government is negotiating an agreement on the 2017 Product Loan Decree with the responsible banks.
