The Government of India keeps on implementing new schemes all the time for the people belonging to the below poor line, through which financial assistance is provided to them. Such a scheme was started by the Government of India, whose name is Swarna Jayanti Shahari Rozgar Yojana. Under this scheme, the people coming below the poverty line will be provided loans by the government. Shayari Rozgar Yojana was launched in place of three other schemes, out of which the foundation stone of this scheme was laid in place of schemes like Nehru Rozgar Yojana and Urban Basic Services Scheme etc. This scheme is an initiative started for the poor people of the country, with the help of which financial assistance will be provided by the government to the beneficiaries for employment.
Swarna Jayanti Shahari Rozgar Yojana has been implemented by the Government of India all over the country. Under this scheme, all the poor families will provide loan to get employment with the help of this scheme. The budget related to the scheme is divided into two parts, in which 75% of the funds will come in the share of the central government and 25% in the interest of the state governments, which will be provided to the beneficiaries. This fund will be given by the State Government and the Central Government to provide benefits to the poor by distributing mills.
The main objectives of the newly revised SJSRY are as follows.
* Eliminate urban poverty by providing gainful employment to the urban unemployed and short-term employes by encouraging them to set up self-employment ventures (individual or group), provide support for their sustenance or engage in wage employment.
* To enable the poor living in the cities to have access to market employment opportunities or become self-employed by assisting in skill development and training programmes.
* Empowering communities to address issues related to urban poverty through sustainable self-managed community structures such as Neighborhood Groups (NHGs), Neighborhood Societies (NHCs), Community Development Societies (CDS) etc.
* On the basis of monthly per capita income to unemployed and unemployed youth in urban and normative semi-urban city living below poverty line.
* Living in the city for at least Past 3 years.
* Should not be a defaulter.
* Minimum educational qualification has not been prescribed.
* However, Qualification should not be more than 9th standard.
* No age limit.
The program will have three distinct parts:
1. Assistance to individual urban poor beneficiaries for setting up profitable self-employment ventures.
2. Assistance to urban poor women's groups for setting up profitable self-employment ventures. This sub-scheme is probably called Scheme for Development of Women & Children in Urban Areas.
3. Training of beneficiaries, potential beneficiaries and other persons associated with the urban employment program for up-gradation and acquisition of vocational and entrepreneurial skills.
This program will help in providing wage employment to the beneficiaries living below poverty line within the jurisdiction of urban local bodies by using their labor for creation of socially and economically useful public assets. The program would be applicable to urban local bodies whose population was less than 5 lakh as per 1991 census. The material to labor ratio for working under this program will be maintained at 60:40. The prevailing minimum wage rate for each sector, notified from time to time, will be paid to the beneficiaries under this programme.
This Scheme will be linked with the State Sector EIUS Scheme as well as NSDP. This program is not designed to replace or replace EIUS, or any other state sector plans.
