Terence Murray Lewis was born on 29 February 1928 in Brisbane, Queensland. He was a Commissioner of the Queensland Police Service. Judge Healy gave Lewis a sentence of 14 years in prison for each of the 15 counts of corruption and 10 years for the forgery conviction, all of which had to be served consecutively. Judge Healy also set a non-parole period of 9 years 6 months and fined Lewis $50,000 for each of the corruption crimes. Lewis lost his Knight Bachelor, Officer of the Order of the British Empire, and Queen's Police Medal for Merit in March 1993 at the Queen's behest. Lewis was just the 14th person to lose his knighthood since the 14th century. He kept the National Medal for Service as well as the George Medal, which was given for bravery.

In 1949, Lewis was sworn in as a police officer. Lewis was in command of the Juvenile Aid Bureau as a senior policeman. Ray Whitrod recommended Lewis for the position of Assistant Police Commissioner, but when Bjelke-Petersen insisted on Lewis' appointment, Whitrod left in protest and wouldn't work with him. Lewis held the position of Police Commissioner from 1976 to 1987. During that time, he was awarded a knighthood. Bill Gunn, the police minister, stood down Lewis on September 21, 1987, and he was fired on April 19, 1989. Lewis was accused of 23 charges of perjury, corruption, and forgery in 1989 when the Fitzgerald Inquiry came to a close.  In 1981, it was discovered that he had faked Bjelke-Petersen's signature on a police document.
